NBA moves 2025 Annual General Conference to Enugu in protests of Tinubu’s SoE in Rivers

In a significant development, the Nigerian Bar Association (NBA) has announced the relocation of its 2025 Annual General Conference (AGC) from Port Harcourt, Rivers State, to Enugu.

The decision comes after growing concerns about the federal government’s imposition of emergency rule in Rivers State, which the NBA deems unconstitutional.

The NBA made the announcement in a statement issued late Thursday, signed by NBA President Afam Osigwe (SAN), General Secretary Mobolaji Ojibara, and Chairman of the Annual General Conference Planning Committee (AGCPC), Emeka Obegolu (SAN). The association cited the appointment of a retired military officer as Sole Administrator of Rivers State as a primary factor in disrupting preparations for the event.

Prior to the emergency declaration in March 2025, registration for the AGC had seen strong participation, with members eager to attend. However, the declaration of a state of emergency and the subsequent governance under a military-style administrator raised serious concerns.

“The NBA could not, in good conscience, proceed with the AGC in a state governed unconstitutionally by a Sole Administrator,” the statement read. The NBA also criticized the actions of the Sole Administrator, noting his disregard for constitutional provisions, court decisions, and ongoing litigation, which undermined democratic processes.

The association further expressed its disapproval of the state of emergency, asserting that it violated Section 305 of Nigeria’s 1999 Constitution. The NBA also questioned the constitutionality of the National Assembly’s approval of the emergency, highlighting procedural issues with the voice vote.

Following consultations with NBA branches in Rivers State and an emergency meeting of the National Executive Council (NEC), the decision to relocate the conference was made. Enugu, known as the Coal City, was selected as the new venue due to its readiness and adherence to constitutional principles.

The NBA emphasized that the move aligns with its core values of upholding the rule of law and ensuring that events are conducted in a manner consistent with democratic principles. The 2025 AGC will now be hosted in Enugu, a city the NBA believes can provide the necessary infrastructure and support for the conference.

“The NBA has taken a principled position in accordance with the law. We are confident that, with unity, diligence, and a shared commitment to our values, this transition will be a success,” the statement concluded.
